The European Commission is seeking views on a proposal that would repeal the existing End of Life Vehicles Directive.

The proposed Regulation on circularity requirements for vehicle design and on the management of end-of-life vehicles would require producers of certain vehicles to meet eco-design and waste management requirements including the following:

  • vehicles must be reusable or recyclable to a minimum of 85 % by mass;
  • vehicles must contain a minimum of 25 % of plastic recycled by weight from post-consumer plastic waste
  • vehicles must not contain certain hazardous substances
  • production of a circularity strategy and circularity passport
  • declaration of the recycled content of certain rare earths
  • establishment of extended producer responsibility

It is advisable for companies in the automotive supply chain to review the proposal and begin preparing for the significant regulatory changes that are expected. Interested parties should submit feedback before 11 September 2023.
